What is Veteran Readiness and Employment (Chapter 31)?

Chapter 31: Veteran Readiness and Employment (VR&E) is a program through the U.S. Department of Veterans Affairs (VA) that helps veterans with service-connected disabilities prepare for, find, and maintain suitable employment. It’s also available to certain service members who are about to be discharged.

This benefit provides:

  • Tuition and fees coverage
  • Funds for books, supplies, and equipment
  • Career counseling and job placement services
  • Monthly housing allowances in some cases
  • On-the-job training or internships when appropriate

Through the Veteran Readiness and Employment program, eligible veterans gain access to critical resources that ease the transition from military service to meaningful civilian careers.

Who Is Eligible for Chapter 31 Veteran Readiness and Employment?

You may be eligible for Chapter 31 if you:

  • Have a service-connected disability rating of at least 10% from the VA
  • Need help overcoming an employment barrier due to that disability
  • Are transitioning from active duty and have a disability rating memorandum rating of 20% or more
  • Are eligible under the VA’s guidance for rehabilitation services

Once approved, you’ll work with a VA-assigned Vocational Rehabilitation Counselor (VRC) to create a personalized education or career plan.
