What is Veteran Readiness and Employment (Chapter 31)?
Chapter 31: Veteran Readiness and Employment (VR&E) is a program through the U.S. Department of Veterans Affairs (VA) that helps veterans with service-connected disabilities prepare for, find, and maintain suitable employment. It’s also available to certain service members who are about to be discharged.
This benefit provides:
- Tuition and fees coverage

Who Is Eligible for Chapter 31 Veteran Readiness and Employment?
You may be eligible for Chapter 31 if you:
- Have a service-connected disability rating of at least 10% from the VA
- Need help overcoming an employment barrier due to that disability
- Are transitioning from active duty and have a disability rating memorandum rating of 20% or more
- Are eligible under the VA’s guidance for rehabilitation services
